South-Eastern Nigeria, comprising Abia, Anambra, Ebonyi, Enugu, and Imo States, is particularly suitable for such an investment. The region is densely populated, hosts industrial hubs, and has a high demand for refined petroleum products driven by urban centers such as Aba, Onitsha, Enugu, and Owerri. 

At present, these states rely heavily on imported fuel transported from the Niger Delta and Lagos refineries, which increases logistics costs, creates supply delays, and contributes to price volatility. Establishing a modular refinery within the region would improve access to fuel, enhance supply reliability, and support local employment through construction, operations, and related services.

Potential locations for the refinery would take advantage of areas with existing industrial infrastructure, reliable power supply, road connectivity, and available land. Strategic corridors in Abia State around Aba, Anambra State near Onitsha, Enugu State in proximity to industrial zones, Imo State around Owerri, and areas in Ebonyi State near Abakaliki provide viable options. 

The choice of location would ultimately depend on factors such as land availability, security, accessibility to crude supply, and support from local government authorities.

A 10,000 BPD modular refinery is designed to process crude oil into petrol, diesel, kerosene, and liquefied petroleum gas (LPG), with by-products including bitumen and fuel oil. Modular refineries are compact and faster to deploy compared to traditional mega-refineries. They require lower initial capital investment while allowing for incremental expansion, providing flexibility and efficiency in operations. By situating the refinery close to major consumption centers, the facility would reduce distribution costs, ensure stable supply, and contribute to regional energy security.

The economic rationale for the investment is reinforced by the high demand for petroleum products in the South-East, which represents a significant proportion of national consumption. Local refining will mitigate the impact of import dependency, foreign exchange volatility, and transportation inefficiencies. 

Additionally, the refinery will generate direct and indirect employment opportunities, stimulate upstream crude supply development, and support downstream industrial applications, including petrochemical production.

The establishment of a 10,000 BPD modular refinery in South-Eastern Nigeria is both commercially attractive and strategically important. It addresses the region’s high demand for petroleum products, reduces reliance on imports, and contributes to national energy security. 

Among the South-Eastern states, Abia, Anambra, Enugu, Imo, and Ebonyi provide favorable conditions for siting the refinery, with the final selection dependent on infrastructure, security, and government support. The project promises to deliver sustainable returns for investors while supporting the economic and industrial development of the region.
